Sir: I have the honor to propose for your approbation .the following named persons for appointment by brevet in the Volunteer force:

To be lieutenant-colonels by brevet.

Major Addison Ware, jr., assistant adjutant-general of Volunteers, for gallant and meritorious services during the war, to date from March 13, 1865.

To be assistant adjutant-generals with the rank of major.
